Workforce reporting at BCBSF has traditionally relied upon labor-intensive, operational reports created separately for each of the organization's business units. Delivering informative reports to multiple HR Business Partners was a time-consuming process that made "taking the next step" difficult. The demand for analytical reports was increasing, as a key goal for BCBSF's HR Business Partners (who interact with the organization's leaders each day) is to utilize data as part of their consultative roles.
BCBSF and Inform partnered to create a library of analytical reports, divided into two categories:
1. Overview Reports-Summary-level scorecards that identify trends and measure targets for human capital metrics. The format combines short executive summaries of key findings with pages that provide snapshots of the organization's key performance indicators, formulas, metric definitions, and benchmarks.
2. Issue-Focused Reports-Package analytical reports that investigate specific human capital challenges and opportunities. Each report combines extensive data analysis and recommended actions.
HR Business Partners are able to access both the Overview and Issue-Focused Reports through a portal page on the Inform Dashboard, an on-demand SaaS application that publishes human capital and business metrics for member clients. Using the application's real-time drill-down capabilities, HR Business Partners can view data at the overall BCBSF level or analyze metrics for their respective business unit.
Furthermore, the BCBSF workforce reporting analyst maintains a "comments" section that contains data updates, guidance on using the reports, and suggestions for additional metrics to review.
Using our report production and consulting capabilities, BCBSF is able to generate strategic workforce reports that contain reliable data and incorporate business knowledge-core competencies for impactful reporting.
Identified successes include engaging the organization's senior executives and improving how business partners interact with their line managers. Publication of the strategic reports has dramatically increased the visibility of the HR reporting function and enabled HR to gain more traction in support of their strategic initiatives (moving from business enabler to business partner).
For example, Sales leaders use the Aging Workforce Report to pinpoint opportunities to improve succession planning. To assist with this, the workforce reporting team created new dimension for the report: commissioned (sales) v non-commissioned (back-end). Business unit managers are now asking for more information; the reports have created a hunger for more detail and better understanding of the how the workforce impacts organizational objectives.
